Saira Abrar
Executive Director
Saira is an accomplished healthcare leader with expertise in primary care strategy, governance, and organizational leadership. She has successfully overseen the development and management of Primary Care Networks and is recognized for her ability to build strong, collaborative partnerships with physicians, health authorities, Indigenous organizations, and community stakeholders. Saira has championed initiatives that drive innovation and implement system-level change, with a strong focus on advancing equity. She brings over 15 years of progressive leadership experience, with the majority of her career spent in senior management roles within the Divisions of Family Practice. Saira holds a Master’s degree in Health Services Research from the University of New Brunswick and a Medical Doctor (MBBS) degree from Rawalpindi Medical College, Pakistan. Kate Van Beelen
Practice Support and Communications Coordinator
Kate brings a strong background in management and marketing, with experience spanning project coordination, strategic communications, and community engagement. She recently completed a Marketing Management certificate at BCIT, further strengthening her skills in outreach and relationship-building. A proud Sea to Sky resident since 2013, Kate is deeply connected to the region and passionate about supporting local initiatives that benefit the community. Kari Mancer
Manager, Organizational Services
Since 2014, Kari has supported the Sea to Sky Division of Family Practice managing complex funding streams, strengthening organizational systems and supporting strategic governance. She has built strong member and stakeholder relationships, and she has been recognized for delivering impactful educational events and meaningful engagement opportunities. As part of the day-to-day organizational services, Kari supports Long Term Care, Inpatient Care, Finance and Accounting, Human Resources and Board governance support. A long-time resident of Whistler, Kari has built deep roots in Sea to Sky through non-profit leadership, community programming and planning. Chella Brulotte
Administrative Coordinator
Chella is the Administrative Coordinator for the Sea to Sky Division of Family Practice, supporting the Division’s leadership and program teams in strengthening primary care services across the region. She brings a thoughtful, detail-oriented approach to coordinating processes and day-to-day operations that enable collaborative, team-based care initiatives. Chella has called Squamish home for 16 years and enjoys spending time outdoors with her family, making the most of everything the Sea to Sky has to offer. Jessica Parker
PCN Manager
Jessica joined the Sea to Sky Division of Family Practice as PCN Manager, bringing a background that spans social work, social impact, and program management. She holds a Bachelor of Social Work and a Master of Global Management, and her work is grounded in a commitment to collaborative, community-centred care. In her role, Jessica supports the implementation of the Sea to Sky Primary Care Network — working alongside clinics, partners, and communities across Squamish and Whistler to strengthen team-based care and improve access for patients across the corridor.
